Position Overview:
The Case Manager/Counseling Specialist will work within the continuum of Contingency Management Program Services (PROP, PROP for All, and Mobile Contingency Management in the Bayview) to provide participants counseling and case management services.
This position is newly envisioned to assist with supporting clients with enhanced case management, counseling, coaching, Medication Assisted Treatment, medical linkages to care and treatment, pre-treatment and substance use management services with participants.

Essential Duties
- Case Management: Provide case management to internal programs within the realm of Contingency Management. Individualized case management support may include linkage to housing, health navigation, substance and recovery programs, food resources, community services and crisis management services.
- Counseling: Provide walk-in and by appointment individual substance use counseling supporting contingency management services, safer injection education, mental health, HIV, HCV and other physical health concerns. Provide crisis intervention, link participants to HCV Wellness Program, medication assisted treatment (MAT).
- Health Education: Build ongoing relationships with people who inject drugs (PWID) and people who use drugs (PUID). Provide on-site health education and referrals. Provide health coaching focused on self-care, health improvement activities, disease prevention, vein care, safer injection practices, overdose prevention, etc.
- Outreach: Engage prioritized populations and communities and provide information, education, and referrals. Develop relationships with community agencies and providers to improve outcome and linkage to services for target populations.
Other Responsibilities:
- Administrative: Complete all paperwork and data submissions in a timely manner and within the guidelines established by the program and all funding and licensing bodies.
- Other Skills and Abilities: Awareness and sensitivity to diverse and marginalized populations. Ability to speak candidly and knowledgeably about drug use and sexual risk. Ability to implement de-escalation techniques, follow safety protocols, and use sound judgement in making independent decisions.
Essential Qualifications:
- One to three years’ experience working with drug users, highly marginalized, or homeless populations required.
- Experience working with PWID & PUID required.
- California state certified drug & alcohol counselor required (i.e. CAADE, CADAC, etc.) and/or master’s degree preferred in counseling, social work, or allied field with California license eligibility preferred. 1 to 2 years of counseling experience preferred.
- Experience using motivational interviewing and strong understanding & experience of harm reduction practices and principles. Experience facilitating skills-based groups i.e. DBT, Seeking Safety, Relapse Prevention, Anger Management preferred. Training and/or experience with electronic medical records preferred.
- Understanding of HIV/HCV disease prevention and treatment.
- Proven ability to multi-task and problem solve, strong organizational and record keeping skills, good communication skills, ability to effectively engage volunteers and participants.
- Skill in operating office equipment such as a personal computer and Microsoft office programs. Copy machine and telephone system. Bi-lingual Spanish - English preferred.
