CHARACTERISTICS OF THE JOB:  At the direction of the Programs Coordinator, the Junior Program Analyst is responsible for routine and complex analytical and technical work in the analysis of programs, services, and systems to devise the most efficient and effective methods of accomplishing the work of the Employment and Training division. Examples of duties include research, collection, and analysis of data using current database techniques; development, revision, customization, and on-going maintenance of internal database structure; analyse, research, and monitor projects for various Employment and Training services and functions. Conduct studies and monitor Employment and Training services using techniques to measure short-term and long-term program objectives, prepare reports and recommendations to implement or change delivery of human services to clients.

RESPONSIBILITIES - ESSENTIAL FUNCTIONS:
  • On-going database development, customization, revision, and maintenance
  • Create and prepare a wide variety of reports used to analyse and monitor Employment and Training Programs
  • Collect, format, and analyse data, external and internal to the organization
  • Establish facts and draw logical conclusions
  • Assist in defining and recommending effective strategies for solving a variety of complex problems
  • Assist in the planning, development, implementation, and monitoring of a wide variety of Employment and Training services
  • Assist in the development of internal and external reports on all Employment and Training programs and services
  • Prepare and present a variety of clear and concise reports

ANCILLARY FUNCTIONS:

QUALIFICATIONS:
  • Demonstrable knowledge of Microsoft Excel and database development and maintenance
  • Two years education or equivalent relevant experience, including at least one year related experience
  • Excellent analytical and mathematical skills
  • Ability to work independently with minimal supervision
  • Conduct self in a courteous and professional manner at all times
  • Able to communicate effectively with co-workers and the public, in person and on the telephone
  • Excellent working knowledge of computer applications, operating systems, and experience in solving minor computer related technical problems
  • Accurate typing 40 wpm
  • Thorough knowledge of database development, database maintenance, and report generation
  • Some knowledge of human services, basic community workforce development needs, and community resources program evaluation processes
  • Working knowledge of analytical and research techniques, and basic statistics
  • Knowledge of the functions and services of a local human resources agency is preferred, not required

WORK ENVIRONMENT:  You will be in a clean, well-ventilated office, with overhead lighting, carpet, a temperate climate, and low to moderate noise level.

PHYSICAL REQUIREMENTS:  You will be experiencing continuous sitting, frequent bending, reaching, grasping, and fine finger movements with continual computer use. You will occasionally be lifting up to 25 pounds. Occasional driving and visual abilities are required.
