Who is I-77?
I-77 Mobility Partners LLC is financing, developing, designing, constructing, operating and maintaining the 26-mile I-77 Express project as part of a public-private partnership with the North Carolina Department of Transportation. The tolled express lanes run adjacent to the general-purpose lanes on I-77 between uptown Charlotte and Mooresville. I-77 Mobility Partners is responsible for operations and maintenance of all lanes, both express and general purpose, and right of way within the designated project corridor limits.

Your next calling: 
As the Operations Engineer, you will have the opportunity to work in roadway operations and maintenance and be a part of the Roadway Operations and Maintenance Department. The individual requires competency in data collection and its consequent analysis to obtain efficient and practicable actions for the daily operations of the highway. This individual will report to the Operations Manager and will work closely with the C-suite management, engineers, employees, and external parties (contractors and consultants). S/he eventually will attend meetings with state and local officials.

Functions key to success:
  • Develops and monitors any operational improvements to be performed on the assets
  • Controls, prepares and schedules any corrective action required to improve asset conditions, complying with the due defect date
  • Assists in preparation of the O&M annual budget and the Capital Expenditure model for the tree projects
  • Cooperates with the Financial department in the achievement of the annual budget’s improvement goals
  • Assists management in the review and approval of all plans, payments, and change orders for contracts
  • Works closely with Maintenance Director and Maintenance Managers to coordinate roadway maintenance activities, assisting in all technical issues that might be needed and defining and monitoring policies and procedures
  • Will assist in the research and analysis of data, to detect trends and pursue operational improvements in the highways
  • Works closely with the Traffic Management Center and the Field Systems Analysts for the right tracking and monitoring of traffic related data (accidents, assistances, etc.)
  • In coordination with Cintra US headquarters, develops, implements and manages asset management tool (VUEWorks) and other tools and systems (GIS, data analytics platforms, etc.), looking for more innovative and efficient ways to enhance the asset management tools
  • Reviews consultant prepared plans, specifications, contract documents and reports
  • Supervises field project inspections during annual quality inspections, or as needed
  • Prepares and submits monthly reports on Roadway Operations and Maintenance Department performance and activities for inclusion into the company’s monthly report
  • Prepares and submits monthly, quarterly and annual reports for inclusion into the Comprehensive Agreement (CA) & Developer Management Plan required reports (DMP)
  • Ensures full compliance with the CDA’s O&M Measurement and Performance Table for the three projects
  • Prepares and revises the relevant department areas of the DMP
  • Prepares RFP and oversees any other technical advisory services or surveys which might be needed and according with NCDOT standards
  • Actively promotes the safety of the department and the employees
  • Perform other job-related duties as needed

What you bring to the table:
You have worked hard to achieve success in your educational career, now put it to use. If you have a bachelor’s degree in civil engineering or a related field, you are halfway there with the needed abilities for this position. Do you have at least 1 to 3 years of experience in construction and/or roadway maintenance, or a technical department with a major infrastructure developer, experience in data analytics and/or IT developments, and possess a valid driver’s license? If the answer is yes, you can check off another box.

Finally, in a technology-driven world, it is important to know your way around a computer. For this role, it will be important to know the basics of the following:
  • Must be able to demonstrate computer proficiency, especially within Microsoft Excel, Word and Power Point, as well as PC based programs
  • CAD and/or MicroStation experience desirable
  • VUEWorks (asset management tool) and ArcGIS experience desirable
  • Experience in data analytics and IT development is a plus
