Who is I-66?
In 2016, the Commonwealth of Virginia selected a Cintra-led consortium to finance, design, build, operate and maintain the express lanes on Interstate 66 Outside the Beltway. The project will transform this critical Northern Virginia artery to relieve congestion, improve safety and provide more predictable travel times. The project corridor extends approximately 22 miles along Interstate 66 from the Capital Beltway (I-495) to Gainesville (US Route 29). Once completed, the project will include three toll-free general-purpose lanes in each direction and two express lanes in each direction with a state-of-the-art open-road electronic toll collection system. Expanded transit service, park-and-ride lots and interchange enhancements will further improve travel along I-66. The project will also connect several shared use paths to create more multimodal options. As an innovative and efficient public-private partnership, this project will be completed at a $2.5 billion net savings for the Commonwealth of Virginia.

Your next calling: 
As the Business Analytics Manager, you will have the opportunity to assist the In December 2016, the Virginia Department of Transportation (VDOT) awarded a 50-year concession contract to I-66 Express Mobility Partners (EMP) to design, build, operate and maintain I-66 from I-495 to Gainesville. As part of this contract, EMP will be responsible to operate and maintain tolled express lanes including the collection of toll payments.
The Central Systems Manager will be an integral part of EMP’s toll collection efforts by:
  1. Managing the day to day operations of the Central Systems including Toll Setting Module (TSM), Operational Back Office (OBO), Vehicle Occupancy Detection Software (VOD), Corporate Website, and Data Warehouse to ensure on time and accurate billing of toll transactions and collection and accurate reporting of revenue, and
  2. Managing the daily operations of the Image Processers through supervision of staff performance, productivity and process, to ensure a high level of transaction accuracy.

The Central Systems Manager will actively participate in the implementation and testing of central systems. The Central Systems Manager will also be responsible to identify, escalate and track relevant project risks, monitor and report on project progress and status, and review and make recommendations on operational and technical enhancements to the Toll Operations Director.

Functions key to success:
  • Manage the TSM, OBO, and integrated vendors and 3rd parties including, Cintra Toll Services (CTS), Development Teams, and Virginia Department of Transportation (VDoT).
  • Manage in-house image processing.
  • Oversee duties of the image processing staff.
  • Ensure full compliance with the requirements of the commercial agreement between EMP and VDOT.
  • Oversee timely data transmission and data validation of toll transactions from the Central System and accurate and timely processing of toll transactions to VDoT and the Commercial Back Office System (CBO).
  • Oversee the timely clearing of all system processes, including image processing, validations and exception handling, trip building, rating and discounting, vehicle occupancy detection processing, transaction sending, and reconciliation.
  • Oversee the research and support of customer service toll disputes from VDoT.
  • Monitor, track, report and minimize unbilled and unpaid transactions.
  • Measure and evaluate the efficiency of the toll transaction processing lifecycle.
  • Review and update Business Rules, as required.
  • Develop and maintain the operational framework and operating procedures.
  • Actively escalate system issues and systemic problems to system maintenance.
  • Oversee technical support for OBO report development; work with the Customer Service Manager to develop, review and roll-out system enhancements; review proposed changes to the system.
  • Support testing and verification of system changes after implementation.
  • Oversee month end activities to ensure on-time completion of all operational activities to ensure timely month end closing within acceptable timeframes.
  • Oversee preparation and submission of required month-end reports.
  • Reporting and tracking of key performance indicators.
  • Work with Accounting and internal and external auditors during audits.
  • Coordinate and collaborate with Customer Service Manager, Toll System Director, Cintra Toll Services, and internal finance to ensure an efficient operation in accordance with the approved operating procedures.
  • Coordinate and collaborate with the Customer Service Manager, Toll Systems Director, Cintra Toll Services, to ensure the full integration of the highway’s tolling components, Central Systems and VDOT, while ensuring operational and schedule alignment.
  • Ensures that assigned staff are performing their job functions according to the company standards.
  • Ensures training of all new employees.
  • Ensures all employee reviews are completed in a timely manner.
  • Able to manage and motivate other team members to accomplish tasks and goals.
  • All other duties as assigned.

What you bring to the table:
You have worked hard to achieve success in your educational career, now put it to use. If you have a Bachelor’s degree  in Business Management/ Administration or related field, you are halfway there with the needed abilities for this position. Do you have at least  7 - 10 + years of experience in the field of Toll Operations, banking, or other transaction processing environment? Do you also have experience in Project/Program Management, Management experience with coordination of multiple teams in a technology systems environment? If the answer is yes, that would be the cherry on top.

  • Working knowledge of Microsoft Project and Visio

Our working environment:
I-66 wants to ensure that all employees are comfortable and able to work in the type of culture and environment we have built our business on. Our office is typically quiet with low noise levels; however, you will often hear employees laughing and talking amongst themselves. Effective communication will be key for this role and will require you to talk and hear others. You will probably spend a majority of your time sitting and/or walking around the office, whether to visit a co-worker or make it to a meeting on time and there may be occasional long hours to put in if you are diligently working to complete a project and finish a report. Specific vision abilities required by this job include ability to adjust focus, as necessary to use a computer.  There could be a time when you may need to lift and/or move up to 10 pounds, but not very often.
