Who is I-66?
In 2016, the Commonwealth of Virginia selected a Cintra-led consortium to finance, design, build, operate and maintain the express lanes on Interstate 66 Outside the Beltway. The project will transform this critical Northern Virginia artery to relieve congestion, improve safety and provide more predictable travel times. The project corridor extends approximately 22 miles along Interstate 66 from the Capital Beltway (I-495) to Gainesville (US Route 29). Once completed, the project will include three toll-free general-purpose lanes in each direction and two express lanes in each direction with a state-of-the-art open-road electronic toll collection system. Expanded transit service, park-and-ride lots and interchange enhancements will further improve travel along I-66. The project will also connect several shared use paths to create more multimodal options. As an innovative and efficient public-private partnership, this project will be completed at a $2.5 billion net savings for the Commonwealth of Virginia.

Your next calling: 
As the Quality Manager, you will have the opportunity to ensure compliance and fulfillment in respect to quality and environmental requirements during our operations. Develop and audit the Quality Management Plan, policies and procedures. The Quality Manager will be responsible for all aspects related to quality control/quality assurance.
Functions key to success:
  • Implement and develop the company’s Quality Management System (QMS).
  • Develop, with the support of all company department, Quality Plan, Policies & Procedures in accordance with the QMS.
  • Advises all Concessionaire's team on the state of the Quality and Environmental Management System and the Facility Management Plan
  • Fulfills the duties assigned to the Quality Manager in accordance with the FCA
  • Responsible for the Management Review Process of the Quality and Environmental Management System
  • Administer the Company’s contract compliance reporting procedure and manage the Company’s corporate risk identification and mitigation software portal including regular reporting to management regarding such procedure and portal.   
  • Prepares an audit schedule for internal and external parties and initiates such audits and prepares reports for management's follow-up.
  • Advises the CEO on audit results, corrective action and changes to procedures
  • Advise and liaise with other departments in identifying need for training in Quality and Environmental matters
  • Assist in investigating and complaints and non-conformities and recommend corrective action, if any, in consultation with the Management Staff
  • Liaise with DOT Representative(s), contractors and any other third-party as appropriate and when needed
  • Lead in Reporting, Document Control Systems and Schedule
  • Promote and ensure the quality and environmental commitments in the organization
  • Oversee quality management personnel dedicated to design, construction, operations and maintenance, as well as the Safety Manager and document control personnel during the operation phase
  • Advise the different departments of the organization on implementing appropriate quality procedures and corrective actions within their areas of responsibility
  • Partner with Safety to ensure environmental compliance
  • Lead periodic Management Reviews to assess the effectiveness of the Quality and Environmental Management System
  • Review Sub-consultant’s quality plans and procedures for compatibility with the organization
  • Ensure that appropriate personnel receive training on the Quality and Environmental Management System and safety
  • Update the documents of the Quality and Environmental Management Systems of the Project Management Plan as necessary
  • Liaise with external/independent quality and environmental auditors to schedule audits and review results

What you bring to the table:
You have worked hard to achieve success in your educational career, now put it to use. If you have a Bachelor’s Degree in Business or related field, you are halfway there with the needed abilities for this position. Do you have at least  7+ years of experience on QMS, preferably with DOTS, quality control or corporate policy auditing, ISO 9001 and ISO 14001? If the answer is yes, that would be the cherry on top.

  • Risk assessment skills are crucial for a successful compliance specialist as a large part of their work duties are identifying noncompliance risks
  • Communication skills ensure that the compliance specialist can successfully communicate their findings, ideas and plans to both management and employees
  • Attention to detail is needed to spot certain aspects of rules and regulations that can easily be overlooked
  • Moral integrity is important because the compliance specialist typically needs to understand and promote the importance of complying with rules and regulations
  • Problem-solving skills are necessary because many compliance issues have no straightforward solution and compliance specialist need to find ways of complying with rules and regulations without negatively affecting the company's operations
  • 8 hours Quality and Environmental Training

 Finally, in a technology-driven world, it is important to know your way around a computer. For this role, it will be important to know the basics of the following:
  • Must be able to demonstrate computer proficiency, especially in Microsoft Office, Primavera (P3) and Expedition
  • Familiarity with an electronic document management system software program

Our working environment:
I-66 wants to ensure that all employees are comfortable and able to work in the type of culture and environment we have built our business on. Our office is typically quiet with low noise levels; however, you will often hear employees laughing and talking amongst themselves. Effective communication will be key for this role and will require you to talk and hear others. You will probably spend a majority of your time sitting and/or walking around the office, whether to visit a co-worker or make it to a meeting on time and there may be occasional long hours to put in if you are diligently working to complete a project and finish a report. Specific vision abilities required by this job include ability to adjust focus, as necessary to use a computer.  There could be a time when you may need to lift and/or move up to 10 pounds, but not very often.
