I-77
The I-77 Express Lanes project represents the first P3 project in the state of North Carolina and will provide significant infrastructure improvements years sooner than otherwise possible if relied solely on public funds. A Cintra-led team was selected to develop the 26-mile project which runs between the junction with I-277 in Charlotte and NC-150 in Iredell County. The project consists of constructing new express lanes, converting the current High Occupancy Vehicle (HOV) lanes to Express Lanes, repaving the general-purpose lanes and implementing a dynamic pricing toll system. Once complete, the project will relieve congestion and enhance mobility by increasing existing road capacity.

Your next calling: 
As the Highway Maintenance Manager, you will plan, organize, direct and control the functions of the Maintenance Department. The Maintenance Manager is accountable for upholding the quality and standards set by the organization and reporting to the COO.

Functions key to success:
  • Manage the day to day maintenance of the road to satisfy the quality requirements and preserve the useful life of the asset.
  • Manage the day to day operation of the road responding to incidents in an efficient manner ensuring the safety or the workers and the motorists.
  • Manage the personnel assigned to operations and maintenance of the road including supervisors, road crews and traffic management center personnel.
  • Prepare and submit for approval the annual budget for the Roadway Maintenance Department.
  • Manage the maintenance budget
  • Produce accurate, relevant and timely monthly, quarterly and annual reports on maintenance operations following company procedures.
  • Produce annual, mid-term and long-term plans for maintenance and improvement of the roadway structure
  • Prepare all O&M-related reports and Plans.
  • Prepare equipment specifications and submit to the Procurement Department for all equipment purchases
  • Prepare and maintain current policies and procedures for all functions of the department.
  • Implement policies and standards developed by COO, Quality Manager or responsible local entities and ensure and track compliance with those policies and standards
  • Initiate all equipment and roadway equipment purchases in accordance with Company policies
  • Coordinate and distribute Company vehicle license plate renewal information
  • Provide cost-effective resources for planned maintenance, including civil works
  • Responsible for the outsourcing of key maintenance contractors and their performance
  • Manage and develop staff and ensure they possess the qualifications and training in safety, environmental compliance, inspections, and procedures for emergency incident response needed for the proper maintenance of the highway system.
  • Supervise the quality of work performed by the maintenance and incident response staff and propose corrections and improvements when appropriate
  • Monitor the results and trends from the inspection process and amend processes and plans as needed
  • Responsible for internal communication to maintenance team and encouraging innovation and efficiency improvements
  • Make recommendations to the COO on staffing decision such as headcount levels, training, disciplinary actions and terminations 
  • Propose new investment in equipment where needed
  • Manage maintenance activity, project assets, and inventory tracking through computer software.
  • Work in conjunction with the Control Room (traffic management) and the IT Department to provide an effective communication system to ensure the stability of the communication and response process within the department 
  • Monitor the efficient deployment of emergency response units and make necessary recommendations to the appropriate emergency unit for changes to the procedure as needed by the Company
  • Maintain communication with all outside emergency response units to improve the business relationship with the Company
  • Responsible for developing the company O&M Safety Plan, emergency procedures, and all required updates in coordination with the Safety Manager.
  • Assess safety and health program policy issues, reviewing and analyzing the effectiveness of the safety and health program
  • Ensure that safety and health issues are routinely discussed by all levels of management at staff meetings or other appropriate meetings
  • Ensure that staff has received all required health and safety training and updates
  • Conduct audits and inspections to ensure compliance with the Safety Program
  • Actively promote the safety of the department and employees in accordance with both Company Policies and OSHA standards as determined by the Safety Manager
  • Coordinate and collect of all third-party accident claim to help ensure timely recovery of assets
  • Coordinate departmental efforts and resources with the Environmental Manager to ensure all EPA standards are followed and reports are submitted concerning any environmental incident
  • Coordinate with the Quality Manager to ensure all department efforts are directed toward adhering to Company QA policies
  • Coordinate the collection and submittal of all Roadway Maintenance data to track maintenance expenses and work accomplished and report data to the Operations and Maintenance department and I-77 Mobility Partners Officers to explore possible improvements
  • Perform other job-related duties as necessary

What you bring to the table:
You have worked hard to achieve success in your educational career, now put it to use:  
  • High school diploma or equivalent required; some college or an associate degree is preferred
  • 10+ years of experience in highway operations and maintenance, including major maintenance, planning, and organizational leadership, with a minimum of 5 years with managerial responsibilities
  • Specific knowledge of best-practices, methods, materials, and equipment used in roadway maintenance (inclusive of specification writing experience for equipment)
  • Familiarity with traffic control and requirements set forth in the North Carolina Manual on Uniform Traffic Control Devises
  • First Aid and CPR training, or the ability to obtain such within 15 days of employment
  • OSHA 10 Hour Construction Outreach with special emphasis on Hazard Communication, or the ability to obtain such within 15 days of employment, both courses will be provided by I-77 Mobility Partners.

Our working environment:
I-77 wants to ensure that all employees are comfortable and able to work in the type of culture and environment we have built our business on. The noise level in the work environment may be moderate to high at times given that the employee will be working around heavy machinery. Effective communication will be key for this role and will require you to talk and hear others. You will be frequently required to stand, walk, and sit for long periods of time. Specific vision abilities required by this job include ability to adjust focus, as necessary to use a computer.  There could be a time when you may need to lift and/or move up to 10 pounds, but not very often.
