Who are NTE Mobility Partners and LBJ Infrastructure Group?
NTE Mobility Partners (NTEMP) and LBJ Infrastructure Group (LBJIG) are individual concessions that include equity partners Cintra US, Meridiam Infrastructure and APG Asset Management. Both multibillion-dollar projects were approved in 2009 by the Texas Legislature as Public, Private Partnership (P3) Comprehensive Development Agreements (CDA) with the Texas Department of Transportation (TxDOT).

NTEMP is the developer and operator of the North Tarrant Express (NTE) and NTE 35W projects in North Texas. The $2.1 billion NTE was the first P3 highway project to obtain financial close in the United States in which the private sector assumed all the risks. NTEMP partnered with Ferrovial Agroman and Webber Construction to build the NTE (north Loop 820 & Airport Freeway) and opened the 13.3-mile facility 9 months ahead of schedule in October 2014. During construction the NTE project employed more than 160 local and regional subcontractors and nearly 3000 workers at its peak. NTEMP currently maintains and operates the corridor until 2062.

LBJIG is the developer and operator of the LBJ Express Project (IH-35E & IH-635 in North Dallas). The $2.7 billion corridor is the largest P3 of its kind in Texas. Construction of the 13.3-mile LBJ project was a collaboration with Ferrovial Agroman and Texas-based Webber Construction and was completed two months ahead of schedule in September 2015. At its peak, the LBJ project employed more than 2,200 Texans and integrated more than 160 other Texas companies and their employees into the construction. LBJIG currently operates and maintains the corridor until 2062.

As the Field Systems Architect Manager (Architect Manager), you will have the opportunity to lead the technology vision, strategy, maintenance and management of the Field Systems architecture needs. The Architect Manager will partner with all stakeholders, leadership and subject matter experts, to develop, present and approve a Field Systems Strategy that is aligned with the goals and processes related to current and future needs of the organization. The Architect Manager will conduct pragmatic evaluations of emerging tolling technologies and translate the vision into practical initiatives, considering impact assessment and risk mitigation. This role provides guidance, road maps, principles, standards and best practices. They must be focused on enabling the Concessions to make investment decisions that balance and prioritize current operational demands, disruptions, and opportunities with the longer-term strategic vision of the Concessions.
 
This position reports to the Field Systems Director and will manage the Network Communication Systems (NCS) that support the Toll Collection Systems (TCS) and the Intelligent Transportation Systems (ITS) deployed on the roadways.
 
Essential Duties and Responsibilities:
  • Lead the Field Systems NCS Strategy processes.
  • Work very closely with the Field Systems Manager, and Analysts in defining long-term solutions to problems occurring in TCS, ITS, and NCS equipment
  • Responsible for the development of the following knowledge areas (not inclusive) Change Management, Incident Management, Service Request Management, Access Management, Problem Management
  • Evaluate and update the technical system architecture requirements based on changing technologies and short and long-term goals of the business
  • Produce designs of complex IT systems, including requirements discovery and analysis
  • Develop policies, standards and guidelines that direct the selection, development, implementation and use of Technology within Field Systems
  • Deliver architectural initiatives that drive benefit to the organization and improve efficiencies that are in line with business strategies
  • Leads the analysis, design and development of a roadmap and implementation based upon a current vs. future state in a cohesive architecture viewpoint
  • Researches and evaluates emerging technology, industry and market trends to assist in project development and/or operational support activities.
     
What you bring to the table:
You’ve worked hard to achieve success in your educational career, now put it to use. If you have a Bachelors or Master degree in Computer Science, Computer Engineering, MIS or related field, then you are half way there with the needed abilities for this position. Have you been working for at least 7- 10+ years in delivering initiatives driving revenue and improving efficiency specifically in IS Technology Architecture? If the answer is yes, you can check off another box. A certification in Information Technology Infrastructure Library (ITIL) or equivalent would be a cherry on top.
 
Education & Experience:
  • Demonstrated experience in IS Technology Architecture, Strategic Planning, Exec Planning and Collaboration
  • Strong and in-depth knowledge of Information Systems
  • Proven and recognized technical knowhow in multiple areas and subject matter expert of the following:
    • Systems architectures and strong understanding of design of computing, network, and storage to meet business application system qualities
    • Software architectures
    • Experience in troubleshooting & resolution from end-to-end solution/services
    • IT architectures
    • Security architectures and ability to analyze/architect systems that mitigate risk
    • Storage, Data and Database architectures
  • Understands concepts of setting and driving architecture direction
  • Familiar with elements of gathering architecture requirements
  • Understands key cross-functional concepts that impact the organization; is aware of business priorities and organizational dynamics
